The Mashery API supports exporting of users as well as the creation and editing of users as well (thereby handling the insert user requirement). The documentation can be found at http://support.mashery.com/docs/read/mashery_api/20. What language are you using? Java? Php? Other? I might be able to throw out some examples.

does Mashery provide any APIs to export the users from our Mashery portal? Or any APIs for us to insert users into Mashery portal?
